Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Berglund Construction Company for the Marion Franklin Exterior Improvements Project. The contract amount is $762,000.00, with a contingency of $250,000.00, for a total of $1,012,000.00. An additional $3,000.00 is being authorized for interdepartmental inspections and fees for a total of $1,015,000.00 being authorized by this ordinance.

Marion Franklin Community Center is located at 2801 Lockbourne Road in the Far South Community. The building envelope is deteriorating and allowing water infiltration, causing damage to the building. This contract will improve the aesthetics of the building and restore the envelope, improving the longevity of usage. The exterior improvements will include new storefront windows, and brick tuck-pointing. The project will also include sealing the exterior, replacing vertical windows on the roof, and resurfacing the parking lot. There will also be updates to the security camera system at both Marion Franklin Community Center and the Marion Franklin Pool.

Along with the improvements at Marion Franklin, this project will also replace the glass block entrance at Lazelle Woods Community Center to new storefront windows. These older style glass block walls are difficult to maintain and individual broken blocks cannot be replaced. As a result, the entire wall requires replacement.

Vendor Bid/Proposal Submissions:

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on June 30, 2026 and received by the Recreation and Parks Department on July 23, 2026. Bids were received from the following companies:

Berglund Construction Company: $762,000.00
2K General: $974,239.00
General Maintenance: $994,500.00
Setterlin Building Company: $1,092,500.00
