Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into contract with Ohio Valley Audio Visual for the purpose of the redesign, construction, and installation of audio visual components at the Division of Police Training Academy. The Training Academy is in need of a retrofit of their audio visual system to allow for better presentations by Division personnel and outside vendors, the ability to conduct more efficient trainings, and to allow more agencies to use the facility. The Contractor originally installed and has maintained all of the existing equipment and systems at the Training Academy; therefore, they have familiarity of the building in regards to the drop locations, wire boxes, power supplies, and additional components required for upgrading the system. This purchase by the City of Columbus is from a State of Ohio contract which is authorized by Ordinance 582-87 that allows for the cooperative purchasing between the State of Ohio Department of Administrative Services Cooperative Contracts and other government entities.

EMERGENCY DESIGNATION: Emergency legislation is needed to allow for immediate design, construction, and installation in the Division of Police Training Academy.
FISCAL IMPACT: This ordinance authorizes an expenditure of $138,826.56 from the Police Entrepreneurial Professional Training Fund to enter into contract with Ohio Valley Audio Visual. A total of $138,826.56 has been appropriated for this contract in the Police Entrepreneurial Professional Training Fund.
