Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into an agreement with the Lutheran Social Services Faith Mission. The agreement will provide $164,000 from the Capital Improvements Budget to assist with the rehabilitation of the Faith Mission, an emergency shelter for the homeless. The Faith Mission will use the dollars to renovate the third floor of the facility to accommodate an additional 30 beds for homeless individuals. The improvements will assist in meeting increased shelter service demands.
This much needed service cannot be performed by city employees as the facility is private property operated by a non-profit providing a public service in the form of assistance to the homeless.
Emergency action is requested for this legislation in order to comply with the time line for the project to begin construction.
FISCAL IMPACT: Funds for this project are included in the 2005 Capital Improvements Budget.

WHEREAS, the Department of Development, Housing Division, desires to enter into an agreement with the Lutheran Social Services Faith Mission to aid in the rehabilitation of the Faith Mission Emergency Shelter; and
WHEREAS, the contract will provide $164,000 from the 2005 Capital Improvements Budget for the rehabilitation of the Faith Mission Emergency Shelter for the homeless; and
WHEREAS, the Faith Mission will rehabilitate its facility to increase the number of shelter beds for homeless individuals; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to enter into an agreement with the Lutheran ...
