Explanation
This legislation authorizes the City Auditor to transfer and appropriate $500,000 within the general fund, from the Department of Finance to the Department of Public Safety, Division of police to provide funds to pay overtime for additional law enforcement in Columbus neighborhoods. These funds will reimburse the Division of Police for a 56-member police strike force that focused solely on reducing violence and increasing police presence in neighborhoods for a six week period in July and August 2005.

FISCAL IMPACT: City Council set aside $2 million in the 2005 budget amendments for Public Safety initiatives. This transfer is necessary to properly align appropriations with actual expenditures. There is no net fiscal impact within the general fund.

To authorize and direct the transfer and appropriation of $500,000 within the General fund, from the Department of Finance to the Department of Public Safety, to reimburse the Division of Police for overtime funds used for additional law enforcement presence in Columbus neighborhoods, and to declare an emergency. Body
WHEREAS, City Council set aside $2 million in its 2005 budget amendments for Public Safety initiatives; and

WHEREAS, the Mayor and City Council have committed $500,000 from this amount to pay overtime for additional law enforcement in Columbus neighborhoods; and

WHEREAS, it is now necessary to transfer and appropriate funds to properly align appropriations with actual expenditures by transferring $500,000 from the Department of Finance to the Department of Public Safety, Division of Police; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, Division of Police, in that it is immediately necessary to transfer these funds to ensure continued law enforcement in Columbus neighborhoods without interruption, for the preservation of the public peace, property, safety, and welfare; NOW, THEREFORE,
