Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $10,000 from the Emergency Human Services Fund to the Department of Development, Office of the Director, for the purpose of entering into a grant agreement with the United Way of Central Ohio, as the fiscal agent of The Franklin County EITC Coalition. Grant funds will be used to support their coordination of the 2011 tax-season Earned Income Tax Credit (EITC) Program. The grant period is December 1, 2011 to May 31, 2012.
This legislation is presented as an emergency to prevent the interruption in the delivery of vital program services.
FISCAL IMPACT: Funds for the grant are allocated from the FY2011 Emergency Human Services Fund.

To authorize the appropriation of $10,000 from the unappropriated balance of the Emergency Human Services Fund to the Department of Development; to approve the grant application of Franklin County EITC Coalition and United Way of Central Ohio seeking emergency assistance for costs associated with the delivery of their program pursuant to Columbus City Codes, 1959; to authorize the Director of the Department of Development to enter into a grant agreement with the Franklin County EITC Coalition and United Way of Central Ohio for support of their work in coordinating the 2011 tax-year Earned Income Tax Credit program; to authorize the expenditure of $10,000.00 from the Emergency Human Services Fund; and to declare an emergency.
