Explanation
BACKGROUND: Since 1998, Columbus Public Health (CPH) has provided a Food Service Managers Food Safety Certification Course called SERVSAFE. SERVSAFE is a product of the National Restaurant Association Education Foundation (NRAEF). The course provides operators of food businesses with the information necessary to serve safe, wholesome foods to their customers. CPH provides this course to the food industry through on-staff instructors on a monthly basis. Because of this outreach, a strong and positive relationship has been developed between the industry and the Food Safety Program at CPH. NRAEF recommends that the SERVSAFE course textbooks be purchased through state affiliate organizations, to aid state affiliates in building stronger ties to the industry and the regulatory community. Purchasing textbooks through the Ohio Restaurant Association Educational Foundation (ORAEF) not only follows the recommendation of the NRAEF, it also enhances the relationship between the industry and the regulatory community. Therefore, formal bids were not solicited, so this ordinance waives competitive bidding provisions. This ordinance authorizes the Board of Health to enter into a contract with the Ohio Restaurant Association for the purchase of SERVSAFE textbooks needed for upcoming classes in 2007.
Emergency action is requested to ensure an adequate supply of textbooks to be available for upcoming SERVSAFE classes. The Ohio Restaurant Association's contract compliance number is 314271670, which is effective through April 9, 2009.
FISCAL IMPACT: Monies for this contract were budgeted in the Health Special Revenue Fund for fiscal year 2007. The Health Special Revenue Fund is reimbursed for this expense through fees paid by participants of the SERVSAFE course.
