Explanation
BACKGROUND: This ordinance authorizes expenditures for construction inspection for a capital improvement project involving traffic signals at the I-670/ Spring Sandusky interchange project. This project will be undertaken in 2003 and pre-engineering inspection activity is now underway. These inspection costs can be capitalized.
FISCAL IMPACT: This project is budgeted within the Transportation Division's 2003 capital improvement program in the 1995, 1999 Voted Streets and Highways Fund. The cash balance of that Fund has been augmented by the cancellation of old encumbering documents for construction inspection charges that are no longer needed for completed projects.
Emergency action is requested to establish a means of billing these construction inspection expenses to the appropriate capital projects as soon as possible to maintain fund cash flow and viability.

To authorize the Public Service Director to establish encumbrances to pay construction inspection charges related to 2003 I-670/ Spring Sandusky project that will be undertaken this year by the Transportation Division; to authorize the expenditure of $13,000.00 or so much thereof as may be needed for this purpose from the Voted 1995, 1999 Streets and Highways Fund and to declare an emergency. WHEREAS, the I-670 Spring/Sandusky project will be undertaken in 2003 by the Transportation Division, and
WHEREAS, pre-engineering inspection activity is now underway, and
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division, Public Service Department, in that it is immediately necessary to establish encumbrances against which to bill these costs, thereby preserving the public health, peace, property, safety and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
