Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Kokosing Construction Company, Inc., in the amount of $2,623,500.00, for the Dublin Road Water Plant Low Service Pump Replacement, Phase I Project, Division of Power and Water Contract Number 1158.

This contract will furnish all materials, equipment, and labor necessary for the replacement of two vertical turbine pumps including related intake and discharge piping, valves, and accessories; replacement of one flow tube; demolition of HVAC boiler unit; installation of two variable frequency drive units; and such other work as may be necessary to complete the contract in accordance with the plans and specifications.

2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened nine bids on February 2, 2011. Bids were received from: Kokosing Construction Company, Inc. - $2,623,500.00; Peterson Construction Co. - $2,625,700.00; Dugan & Meyers Construction - $2,690,600.00; Kenmore Construction - $2,731,019.50; Kirk Brothers Co., Inc. - $2,801,700.00; Righter Co., Inc. - $3,052,500.00; Danis Industrial Construction - $3,080,000.00; and Mechanical Construction - $3,146,429.00; Shook, Inc. - $3,232,900.00.

The lowest and best bid was from Kokosing Construction Company, Inc. in the amount of $2,623,500.00. Their Contract Compliance Number is 31-1023518 (3/3/12, Majority). Additional information regarding all bidders, description of work, contract time frame and detailed amounts can be found on the attached Information form.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Kokosing Construction Company, Inc.

3. FISCAL IMPACT: A transfer of funds within the Water Build America Bonds Fund will be necessary.
