Title: To authorize the Director of the Department of Development to execute any and all necessary agreements and deeds for conveyance of title of five parcels of real property held in the Land Bank pursuant to the Land Reutilization Program; and to declare an emergency.
Explanation

BACKGROUND: Five parcels currently held in the Land Bank have been approved for disposition. In order to complete the transfer, authorization is needed for the Director of the Department of Development to execute any and all agreements and deeds for conveyance of such real property. A vacant lot on Fair Ave. (Lot 76) (010-040446) will be sold to Judy Dixon, a vacant lot at 172 Hayden Ave. (010-040647) will be sold to William & Janis Warner, a vacant lot at E. Hudson St. (Lot 115) (010-032157) will be sold to Richard D. Myser & Ray Rammelsberg and a vacant two-family structure at 269-71 S. Grubb St. (010-006097 and 010-006098) will be sold to Kevin M. Donley. All buyers are adjacent property owners who will acquire these parcels to enlarge their existing property. The property will be transferred by deed, which will be recorded in the Official Records of the County Recorder's Office.

FISCAL IMPACT: No funding is required for this legislation. The City may first recover reimbursement of any and all expenses incurred on account of the acquisition, administration, management, maintenance and disposition of such land and such other expenses of the program as the City may apportion to such land from the sale proceeds.

EMERGENCY JUSTIFICATION: Emergency action is necessary in order to expedite the sale of the properties and to return these properties to tax generating, productive assets.
