Explanation
Background:
This legislation amends the 2007 Capital Improvements Budget, in the amount of $400,000.00 to purchase services and goods for the Human Resource Information System (HRIS). In June of 2007, City Council passed ordinance #0733-2007, associated with the 2007 Capital Improvements Budget. The Department of Finance and Management, Purchasing Office on behalf of the Department of Technology has solicited and received proposals for the purchase and implementation of a new human resources information system that provides critical functionality currently associated with the current payroll/personnel and various "in-house" systems in order to replace the aged and out-dated system. Passage of this ordinance will ensure there are sufficient funds for the necessary purchase of goods and services.
Fiscal Impact: The total amount of this Capital Improvements Budget amendment is $400,000.00. This project currently has carryover funding in the amount of $600,000.00 and the Department of Technology submitted a request for an additional $1,600,000.00 to be included in the next Bond Sale. With the Request for Proposals being received it has been determined that an additional $400,000.00 in bonds will need to be sold for this project, bringing the total amount of the project to $2,600,000.00. This amendment and subsequent inclusion in the next Bond Sale will ensure that there are sufficient funds to secure the necessary goods and services associated with the HRIS purchase plan.
Emergency: Emergency action is requested so that proper accounting methods are maintained, and that appropriation authority and funding is available when needed.
