Explanation
BACKGROUND: The Columbus Health Department has been awarded a grant from the Franklin County Department of Jobs and Family Services. This ordinance is needed to accept and appropriate $114,660.00 in grant money to fund the Respite Care grant program.
The Respite Care program will provide support for families to achieve stability by reducing barriers through outreach efforts including assisting mothers with tasks and caring for children so mothers can attend medical appointments or follow physician orders for bed rest.
This grant is for the period August 1, 2007 through June 30, 2008.
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: This program is entirely funded by the Franklin County Department of Jobs and Family Services and does not generate revenue or require a City match.

To authorize and direct The Columbus Health Department to accept a grant from Franklin County Department of Jobs and Family Services in the amount of $114,660.00; to authorize the appropriation of $114,660.00 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. WHEREAS, $114,660.00 in grant funds have been made available through the Franklin County Department of Jobs and Family Services; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
WHEREAS, an emergency exists in the usual daily operation of The Columbus Health Department in that it is immediately necessary to accept this grant from the Franklin County Department of Jobs and Family Services and to appropriate these funds...
