Title: To authorize and direct the Board of Health to accept grant funds from the Ohio Department of Health in the amount of $14,000.00 and any additional funds for the for the Ohio Buckles Buckeyes Site Stipend grant program; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the Health Department Grant Funds; to authorize the City Auditor to transfer appropriations between object classes for the Ohio Buckles Buckeyes Site Stipend grant program; and to declare an emergency. BACKGROUND: This ordinance authorizes the Board of Health to accept and appropriate $14,000.00 in grant funds from the U.S. Department of Health and Human Services through the Ohio Department of Health. This ordinance is needed to accept and appropriate $14,000.00 in grant monies for the Occupant Protection Regional Coordination for the Ohio Buckles Buckeyes Site Stipend (OBB) grant program for the period of October 31, 2024 through June 30, 2025.
This project is to provide support for up to eight Occupant Protection Regional Coordinators (OPRC) to provide funding to their regional low-income car seat programs, the Ohio Buckles Buckeyes (OBB) program. This funding will help with cost associated with the administration of the OBB’s programs, which can include personnel costs, resources (i.e. car seats, educational materials), travel for car seat events for the OBB program, continuing education/conference registration for child passenger safety. This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City’s accounting system as soon as possible due to the grant start period of October 31, 2024.

This ordinance is submitted as an emergency so as to not delay car seat program services to Franklin County and 13 surrounding counties.

FISCAL IMPACT: The Ohio Buckles Buckeyes Site Stipend program is funded by the U.S. Department of Transportation through the Ohio Department of Health and does not generate revenue or require a city match.
