BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with EMH&T, Inc., for professional engineering services for Preston Rd. Street Lighting Improvements. The purpose of this project is to design the replacement of the existing 480V overhead street lighting system with a 480V underground ornamental lighting system on Preston Road within City of Columbus limits. This design will include the removal of the existing overhead system, and will define the new circuit feed for the street lights within the project area.
ENGINEERING CONTRACT AWARD: EMH&T, Inc. was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through Requests for Proposals (RFPs)". The RFP were sent to EMH&T, Inc., Ralph & Curl., and Prime Engineering; EMH&T and Ralph & Curl Engineers were the only consultants to respond.
Upon review of the proposals, the bidder was ranked using criteria specified in the City Code, and more specifically: Proposal Quality, Experience of the Team’s Personnel, Experience of the Prime, and Local Workforce. Based upon these criteria, EMH&T, Inc. was selected for this project. Their Contract Compliance Number is 31-0685594, expires 9/22/13, MAJ.
FISCAL IMPACT: This legislation includes a transfer within the Electricity G. O. Bonds Fund to provide sufficient funding for the project, as well as an amendment to the 2012 Capital Improvements Budget to provide sufficient budget authority.
Emergency legislation is being requested so that the engineering services for this project can commence at the earliest time possible.
