Explanation
BACKGROUND: This legislation authorizes the Director of Public Safety to enter into an agreement with Air Flite to serve as a broker for the sale of the Bell 407GXi helicopter serial number 54906, the proceeds of which will be used to enhance our helicopter fleet by purchasing mission critical equipment, maintain our flight hours by retaining our complement of 5 helicopters, improve operational abilities, and address public concerns regarding noise.
To obtain the highest possible revenue from the sale, the use of a broker is the best possible solution due to the uniqueness of this equipment. The City of Columbus has used the services of Air Flite as a broker in the sale of helicopters for a number of years. The Department of Public Safety is requesting that the provisions of Chapter 329 of the City Code pertaining to the sale of city-owned personal property be waived.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Emergency Designation: This ordinance is being submitted as an emergency measure in order to expedite the sale of the helicopter.
FISCAL IMPACT: The revenue generated from this sale will be deposited in the Special Income Tax Fund.

To authorize and direct the Director of Public Safety to enter into a contract with Air Flite for the sale of a Bell 407GXi helicopter, to waive the provisions of Chapter 329 of the Columbus City Codes pertaining to the sale of city-owned personal property; and to declare an emergency.
