Explanation

BACKGROUND: This legislation authorizes the Mayor to apply for and participate in the FY2010 Bureau of Justice Assistance (BJA) Bulletproof Vest Partnership (BVP). The program provides federal funds to support the purchase of armor vests for law enforcement officers. The program will provide up to 50 percent of the funds for both new and replacements vests. Federal award amounts can be requested for vests purchased through the second fiscal year beyond the application approval year. Deputy Chief of Police, Jeffrey Blackwell is authorized to be the official city program contact. Vests can be funded for both police officers and fire fighters.

Emergency Designation: Emergency legislation is necessary to expedite the approval for the online application deadline.

FISCAL IMPACT: The Bulletproof Vest Partnership could provide up to 50 percent of the vest costs. The maximum estimated funding support for 800 Division of Police vests is $279,600.00. The maximum estimated funding support for 87 Fire Fighter vests would be $108,750.00.

WHEREAS, the City of Columbus is committed to protecting the lives of its law enforcement officers by providing armor vests; and

WHEREAS, the Bureau of Justice Assistance Bulletproof Vest Partnership program goal is to protect law enforcement officer lives by helping states and units of government fund the purchase of armor vests; and

WHEREAS, Deputy Chief of Police Jeffrey Blackwell has been identified as the official city representative to act in connection with the FY2010 Bulletproof Vest Partnership program and to provide information as required; and

WHEREAS, emergency legislation is needed due to the FY2010 Bulletproof Vest Partnership application period which ends June 2010; and
