Title: To authorize the Public Service Director to enter into contract with the Franklin County Board of Commissioners, or their designee, for provision of 800 MHz radio system support services for the Refuse Collection Division; to authorize the expenditure of $15,019.00 or so much thereof as may be needed from the General Fund. ($15,019.00)
Explanation
The Public Service Department, Refuse Collection Division, is converting its existing low band radio system used to effect communications between and amongst supervisors, its radio dispatcher and individual vehicle crews to an 800 MHz radio system. This new high band system should facilitate more efficient communications because of the technical efficiencies inherent in a high-band system. In addition, future low band system parts and service availability will become increasingly problematic. The new radios were purchased by the Refuse Collection Division as authorized by Ordinance 0402-2006 passed by City Council March 15, 2006.

The radio infrastructure supporting the 800 MHz radio system [radio towers, repeaters, etcetera] for public service providers with the County are maintained by the Franklin County Radio System and coordinated by the Central Ohio Communication Advisory Committee, while the public safety 800MHz radio systems are maintained by the City of Columbus, Support Service Division. This legislation authorizes the Public Service Director to execute an agreement with Franklin County for this purpose and expend $15,019.00 or so much thereof as may be necessary to pay for the use of this system for the balance of 2006. This cost on an annualized basis will be approximately $30,000.00.

Fiscal Impact: Funds for this expenditure were not budgeted but were identified and accepted within the Refuse Collection Division's first quarter financial review. Less-than-anticipated spending in other areas will mitigate this expense and both the division and the Finance and Management Department are projecting that the Division will operate within its existing 2006 General Fund appropriation authority.
