Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to establish a purchase order with Mythics Corporation for the annual renewal of Oracle licenses for the Division of Operational Support.
The Department of Public Utilities, Division of Operational Support has been implementing an asset management program, Enterprise Asset Management program (EAM) formally Synergen. Oracle is needed to run the Enterprise Asset Management program (EAM). Oracle is also used in various Department of Public Utilities applications that include maintenance, inventory, customer service, and EPA reporting. Mythics Corporation upgraded the Oracle licenses in 2005 and this ordinance allows for the annual support of the Oracle license. This ordinance is being submitted in accordance with Section 329.27 of the Columbus City Code, waiving the requirements of competitive bidding.

FISCAL IMPACT: $22,695.57 is needed for the renewal of the necessary licenses.
Emergency legislation is being requested so that the support of the licenses can be available without interruption.

To authorize the Director of Public Utilities to establish a purchase order with Mythics Corporation for the renewal of Oracle licenses for the Division of Operational Support, to authorize the expenditure of $9,532.14 from the Sewerage System Operating Fund, $2,042.60 from the Stormwater Operating Fund, $4,085.20 from the Electricity Operating Fund, $7,035.63 from the Water Operating Fund, to waive the requirements of competitive bidding and to declare an emergency.
