Explanation
Background: This ordinance authorizes the Director of Recreation and Parks to enter into a grant agreement with the Columbus Association for the Performing Arts (CAPA) in support of youth programming in the amount of $60,000.
CAPA requests a grant from the City of Columbus American Rescue Plan funding program to provide enriching arts education programming for children from Columbus City Schools and throughout central Ohio in 2022- 23. Our programs and events will offer opportunities for children to engage in multi-disciplinary arts educations experiences that tell stories representative of our diverse community, in partnership with a variety of local organizations. Planned programming will include expanded children’s activities at Festival Latino, free community performances of programs from our Passport to Learning education series, programs to celebrate El Día del Niño (Day of the Child) and National Hispanic Heritage Month, a Hamilton 3 residency for Title 1 schools, and our new intergenerational storytelling program, ARISE.

Emergency Justification: Emergency action is requested in order to allow summer programming to be implemented as soon as possible in accordance with grant conditions for the preservation of the public health, safety and welfare.
Benefits to the Public: CAPA will increase opportunities for children from Columbus and surrounding communities to participate in high-quality arts education programming that is representative of our diverse population. Programs will include local teaching artists, and will build on existing CAPA partnerships throughout the community, including Columbus City Schools (CCS), Columbus Department of Recreation & Parks, and numerous local arts and community organizations.
