Explanation
BACKGROUND:
This ordinance will authorize the Director of the Department of Technology to enter into an agreement with The Ohio State University/Ohio Supercomputer Center (OSC); a local non-profit educational institute (servicing grades K-12, colleges and universities) and is the provider of the State of Ohio's OSCnet. OSCnet provides advanced technology; network linking communities, universities, and colleges; provides media and devices for internet information transmission; supports education, research, healthcare, and economic development programs throughout the state.
This agreement is in alignment with the Governor of Ohio's Broadband strategy which will benefit all local governments and communities. Additionally, it will allow The Ohio State University/Ohio Supercomputer Center and the City of Columbus to work together to connect OSCnet's statewide network to the City's community fiber network; cables laid to provide connections for information transmission throughout communities. OSCnet will provide for critical internet services to the City; provide access to broadband, a high speed telecommunication media or device used for information of data transmission; by utilizing existing fiber connectivity and resources.
Also, this ordinance request approval for payment associated with services provided within the terms and conditions of the agreement, for a period of 12 months, commencing upon passage of this ordinance and subsequent approval of the City's appropriation and authorization of funds, and provide funding for year one of a three year agreement.
EMERGENCY: Emergency action is requested to ensure that this project is not delayed, thereby providing prompt services to the City.
FISCAL IMPACT:
