Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to accept two grants and to provide for the appropriation of said funds to the Recreation and Parks Grant Fund.

Grant funding is being made available by the Ohio Department of Aging to the Central Ohio Area Agency on Aging to provide outreach to eligible Medicare beneficiaries in Central Ohio. The Medicare Improvements for Patients & Providers Act (MIPPA) grant is jointly funded by the Administration on Aging (AOA) and the Centers for Medicare & Medicaid Services (CMS) for a two-year period.

Emergency action is being requested due to the funding being made available retroactive to July 1, 2009.

Fiscal Impact:
$48,038.00 in grant funding will be used to cover a portion of the payroll expenses for a Medicare Specialist currently employed by the Central Ohio Area Agency on Aging. The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Funds appropriated balance by $48,038.00. The expenditure of $48,038.00 is budgeted in the Recreation and Parks Grant Fund.

WHEREAS, the Ohio Department of Aging has awarded the Central Ohio Area Agency on Aging of the Columbus Recreation and Parks Department, two grants for the provision of outreach services to Medicare beneficiaries in Central Ohio; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said grants, and appropriate said funds in a timely manner for the immediate preservation of the public ...
