Title: To authorize and direct the Finance and Management Director to sell to Officer James Gravett, for the sum of $1.00, a police horse with the registered name of “Riley” which has no further value to the Division of Police and to waive the provisions of City Code-Sale of City-owned personal property.
Explanation

“Riley” a police horse that has been in service with the Division of Police’s Mounted Unit for approximately four years needs to be retired.

“Riley” has developed medical issues over the last year. Most of his ailments deal with his back. The most troubling condition he suffers with is Sway Back. Sway Back creates a risk of further injury to Riley if he is ridden daily. It is in the best interest of Riley and the Division to take him out of service and retire him. Retiring “Riley” would keep the Division from paying the high cost of medical bills related to his condition.

It is recommended that “Riley” be sold to Officer James Gravett. Officer Gravett has agreed to adopt “Riley”.

Additionally, the Division of Police Legal Bureau has developed a general release document that relinquishes the City of Columbus from any liability as it relates to the post retirement care and control of “Riley”, and assigns that liability to Officer James Gravett.

FISCAL IMPACT:

At this time there are no plans to replace this donated horse.

WHEREAS, “Riley” has been a Mounted Unit horse with the Division of Police for approximately four years; and

WHEREAS, it is recommended “Riley” be retired due to medical issues that could lead to expensive medical costs.

WHEREAS, it is in the best interest of the City to allow this horse to be purchased by Officer James Gravett for the sum of $1.00; now therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Finance and Management Director is hereby authorized and directed to sell a police horse with the registered name of “Riley” to Officer James Gravett for the sum of $1.00.
