Explanation
BACKGROUND:
The Central Ohio Transit Authority is in need of transportation for Columbus Special Duty Officers to patrol Cota 's facilities and the Division of Police needs shuttle vans to transport their personnel. Betty Carey, Fleet Coordinator for the Division of Police has coordinated with Cota to engage in a vehicle trade for the mutual benefit of both agencies. The Division has two X-cruisers (out of service vehicles) that can be traded to Cota for two shuttle vans. These shuttle vans will replace high maintenance and high mileage vans in the fleet.
FISCAL IMPACT:
There is no fiscal impact for the General Fund Account since the vehicles to be traded are out of service vehicles.

To authorize and direct the Safety Director to engage in a vehicle trade of two X-cruisers for two shuttle vans with the Central Ohio Transit Authority and to waive the provisions of the City Code-Sale of City-owned personal property; and to declare an emergency.

WHEREAS, the Central Ohio Transit Authority is in need of transportation for Columbus Police Special Duty Officers to patrol Cota's facilities; and
WHEREAS, the Division of Police need shuttle vans to transport their personnel; and
WHEREAS, the Division of Police has two X-cruisers (out-of-service vehicles) that can be traded to Cota for two shuttles; and
WHEREAS, Cota and the Division of Police have coordinated to engage in a vehicle trade for the mutual benefit of both agencies; and
WHEREAS, it is in the best interest of the City that City Code 329.26, Sale of City-owned personal property, be waived; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to trade two X-cruisers for shuttle vans for the immediate preservation of the public peace, health, safety, and welfare; now therefore
