Explanation
The Public Service Department, Transportation Division, is engaged in the Sawmill Road at Billingsley Road Improvement project. The purpose of this project is to provide a continuous lane from westbound I-270 to eastbound Billingsley Road and a right turn lane from westbound Billingsley Road to northbound Sawmill Road. The Division is also engaged in the Sawmill Road at West Case Road right turn lane project. The purpose of this project is to provide a right turn lane from westbound West Case Road to northbound Sawmill Road.
Successful completion of these projects requires that the City acquire fee simple title and lesser interests in and to various properties located in the vicinity of these intersections. Acquisition costs have been estimated by the Transportation Division to be $10,000.00 and $50,000.00, respectively.
This ordinance authorizes the City Attorney's Office, Real Estate Division, to contract for professional services, negotiate with property owners to acquire the needed rights-of-way and expend the funds needed to pay for acquisition expenses associated with these projects.
Fiscal Impact: The Transportation Division budgeted a total of $160,000.00 in the 2005 Capital Improvements Budget under Roadway Improvements for property acquisition for the Sawmill Road at Billingsley and West Case Road projects respectively. Actual funds will be available in the 1995, 1999 Voted Streets and Highways Fund as a result of the Fall 2005 bond sale. This ordinance authorizes an expenditure of $60,000.00.
Emergency action is requested to allow the City Attorney's Office, Real Estate Division, to begin acquisition of the rights-of-way needed for these projects immediately so that construction of the improvements can proceed as currently scheduled.
