Explanation
BACKGROUND: This ordinance authorizes the appropriation of $500,000.00 from the Emergency Human Services Operating Fund to the Department of Development to supplement 2009 appropriations for contracts with local social service agencies.
Emergency action is requested to make these funds available for immediate use.
FISCAL IMPACT: The cash balance in the Hotel/Motel Tax Fund, Fund 232, will be reduced by the amount of the transfer. ($500,000.00)

WHEREAS, the City of Columbus supports many local non-profit organization; and
WHEREAS, these non-profit organizations provide critical, life-giving services to Columbus residents in need; and
WHEREAS, the City of Columbus, like many cities throughout the United States, is experiencing a severe economic downturn thereby lowering the City of Columbus' income tax revenue stream; and
WHEREAS, the lower income tax revenue stream has had a direct affect on the City of Columbus' General Fund; and
WHEREAS, this economic downturn has increased the demand on the critical services local non-profit organizations provide; and
WHEREAS, the appropriation of additional funds to the Department of Development is needed to help support local non-profit organizations providing critical services to residents in need; and
WHEREAS, a emergency situation exists in the usual daily operation of the City of Columbus in that it is immediately necessary to appropriate funds for the aforementioned purpose for the preservation of the public health, peace, property, safety, and welfare; Now, Therefore,
