Explanation

This legislation authorizes the Director of the Department of Public Safety to enter into contract with the Africentric Personal Development Shop Inc. (APDS) This contract will allocate $100,230.00 from the General Fund to support "Collective Action for Youth and Community Development" (CAYCD), a program that will provide coordinated services for youth and families within a targeted area. CAYCD is a strategy developed by the Neighborhood Safety Working Group (NSWG) to serve as a demonstration/pilot model to implement one of the key components of the Mayor's Anti-Violence Plan.

Twenty-four community providers have agreed to collaborate and form a "Council" to coordinate services for families and youth who reside in a targeted area bounded by Mooberry Street, Whittier Street, Parsons Avenue, and Rhoades Avenue. CAYCD will collectively provide and implement a comprehensive network of intervention and prevention programs, focusing primarily on families and youth less than 22 years of age, to decrease violence and victimization in a targeted area.

The Africentric Personal Development Shop Inc. will serve as the coordinating agency for the "Council" of community providers. The funds will support the start-up and first year administrative costs of a three - year plan for the administration of CAYCD.

This legislation is presented as an emergency to ensure that the program begins operations in a timely manner

FISCAL IMPACT: Funds for this project will come from a projected $100,000 surplus in moneys set aside in the Director's Office for the jail contract.
