Explanation

This ordinance constitutes a portion of the one year Action Plan budget implementing the five year Consolidated Submission for Community Planning and Development Programs. The purpose of this legislation is to approve the attached budget as part of the 2005 Action Plan budget.

Ordinance 1822-2004 adopts the components of the Consolidated Submission (the Consolidated Plan, the Citizen Participation Plan, the Community Development Service Area Designation, and the Action Plan) and authorizes the filing of the plans with the U.S. Department of Housing and Urban Development.

This ordinance is submitted as an emergency to ensure the timely submission of the application to HUD.

FISCAL IMPACT: Total revenues for the 2005 Action Plan budget are estimated to be $19,434,726. This ordinance approves $1,093,917 for the activities described in attachment ORD1827-2004BUDGET. .

Body

WHEREAS, under the provisions as set forth in the various federal statutes authorizing the above programs, the City of Columbus is required to file a five year Consolidated Plan application with the Department of Housing and Urban Development to be used for community development activities; and

WHEREAS, in conjunction with the Consolidated Plan, the City is required to submit a one year Action Plan detailing the various programs to be funded under the plan; and

WHEREAS, an emergency exists in the usual daily operation of the city in that it is immediately necessary to authorize the filing of the aforesaid plan applications, thereby preserving the public peace, health, safety, and welfare; Now, Therefore...
