Explanation

BACKGROUND: The City of Columbus has appropriated $1,699,542 for the Columbus Housing Initiatives Project. These funds are part of the City's Capital Improvements Program funded by the Voted 1995, 1999 Streets and Highways Bond Package and are included in the Engineering and Construction Budget. The monies reimburse developers for a portion of the infrastructure improvements for development of single-family building lots in subdivisions in the City of Columbus and within the Columbus Public Schools District. The infrastructure reimbursement of up to $4,000 per improved and sold lot is deposited in an escrow account to be released to the end buyers in the form of down-payment assistance.

Notice of Funding Availability was sent out and three applications were received and accepted for participation in the program, as follows:

Greater Columbus Habitat for Humanity 10 lots on Melva Avenue $ 40,000
Rockford Homes 38 lots off Alkire Road 152,000
Rockford Homes 50 lots off Obetz Road 200,000
Total $392,000


FISCAL IMPACT: $392,000 is available from the Voted 1995, Voted 1999 Streets and Highways Fund 704.

WHEREAS, Article I. Chapter 901.01 of the Code of the City of Columbus, Ohio 1959, authorizes the Director of the Department of Development to enter into an Agreement providing for such improvements; and

WHEREAS, Greater Columbus Habitat for Humanity will develop 10 lots on Melva Avenue near Weber Road; and

WHEREAS, Rockford Homes, Inc. will develop 38 lots off Alkire Road; and
