Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into contract with The Righter
Company Inc. for Storm water Lagoon Upgrades at the Compost Facility.
The Compost Facility operates a storm water lagoon that serves various purposes. All of the Compost Facility's paved area
drains into the lagoon. The lagoon is drained from outlet pumps that pump the contents through a force main to the Southerly
Wastewater Treatment Plant, where it is processed. This assures proper treatment of any residuals from the composting process
and keeps the Facility from violating its EPA effluent permits. It has become necessary to upgrade the lagoon to increase storm
water capacity, to clean the lagoon and to avoid plugging dewatering pumps.
Formal bids were opened on October 6, 2004. Two (2) bids were received. The apparent low bidder, T&Y Construction was
deemed non-responsive for failure to return the bid package in its entirety as specified in the bid. Below is the tabulation of
the bids:
T&Y Construction: $156,000.00 (NR)
The Righter Company Inc. $234,000.00
SUPPLIER: The Righter Company Inc. (31-0889208)
FISCAL IMPACT: $234,000.00 is needed and budgeted for this project.
