Explanation
Background: The Transportation Division is in need of constructing a pole barn for truck protection and a prefabricated office/locker room at its Roberts Road outpost. A similar pole barn needs to be constructed at the division's Lockbourne Road outpost (south outpost). Structures to store street sweeping debris and wash street sweepers are needed at the Central Outpost at 650 Nationwide Boulevard. Finally, the division facility at 1800 East Seventeenth Avenue needs its parking lot expanded and prefabricated office space installed.
This legislation authorizes the Public Service Director to enter into a contract with Solar Lee Testing Labs, LLC, in the amount of $18,753.50 for professional geotechnical engineering services at these locations. The work is necessary to satisfy building code requirements as they pertain to the structural integrity of storage barns and prefabricated structures at the three outpost locations. Soil analysis is required for the proposed construction of structures at the Central Outpost that will support the downtown street sweeping operation. The structures are required to satisfy Ohio Environmental Protection Agency (OEPA) storm water runoff requirements. This contract is needed to assure timely completion of the design and because the Transportation Division does not maintain adequate staff or possess all of the various disciplines necessary to complete such design work in house. Existing consultant contracts lack either the necessary scope or the fiscal resources to perform the needed work without compromising the original intent of those contracts.
The selection process for this contract was done in accordance with provisions of Chapter 329.11 of Columbus City Codes 1959. One majority firm, Solar Lee Testing Labs, LLC, was requested to submit a proposal.
