Title: To authorize and direct the City of Columbus to apply for a grant from the Federal Emergency Management Agency and the Ohio Emergency Management Agency for snow removal related to the December 2004 snowstorm in Franklin County, and to declare an emergency. ($198,055)
Explanation
Grant funds are available through the Federal Emergency Management Agency (FEMA) and the Ohio Emergency Management Agency (OEMA) for snow removal related to the December 2004 snowstorm in Franklin County. The city is eligible for reimbursement of allowable costs for the most costly continuous 48-hour period, which it has designated as December 24-26, 2004. The City of Columbus has applied for and been approved for costs totaling $220,173. FEMA will reimburse 75 percent of these costs, and OEMA will reimburse 12.5 percent.

A separate disaster declaration was made for ice damage and subsequent debris removal efforts. The city will be submitting a separate application to FEMA for these costs.

This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

WHEREAS, it is necessary to authorize for the application of grant funds from the Federal Emergency Management Agency and the Ohio Emergency Management Agency for snow removal services, and

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to apply for these grant funds from the Federal Emergency Management Agency and the Ohio Emergency Management Agency for the immediate preservation of the public health, peace, property, safety, and welfare; now, ...
