Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with the Franklin County Board of Health for lead based paint inspections, risk assessments, creating lead hazard control work specifications and final clearance testing on housing units for the City of Columbus, Department of Development. The contractor may be asked to perform scope of services by single "activity" per housing unit or "any combination of all four activities" per housing unit. The contract will provide $40,000 from Round 12 Lead Grant funds.

The City of Columbus provides grants and loans to qualified property owners in order to remove lead based paint hazards in owner and tenant occupied units.

This legislation is presented in an effort to increase the productivity for creating lead safe housing units, the numbers of which will increase as we meet the targets of our Department of Development Housing Services programs and comply with the Title X Federal regulations, which took affect September 15, 2000.

FISCAL IMPACT: Funds for this expenditure are allocated from HUD Round 12 Lead Grant funds.
