Explanation
 
Memorandum of Understanding #2005-01 was executed by representatives of the City and Columbus Municipal Association of Government Employees (CMAGE/CWA), Local 4502.  This MOU assigns a pay grade 57 to the new classification of Electricity Customer Service Coordinator.  The passage of this ordinance indicates Council's acceptance of Memorandum of Understanding #2005-01, a copy of which is attached hereto.
 
Emergency action is recommended in order to begin the recruitment process and to acknowledge the Civil Service Commission's action of creating the classification.
 
FISCAL IMPACT:  Costs associated with the acceptance of this MOU will be covered by the Division of Electricity's existing budget.

To accept Memorandum of Understanding #2005-01 executed between representatives of the City of Columbus and Columbus Municipal Association of Government Employees (CMAGE/CWA), Local 4502, which amends the Collective Bargaining Contract, August 24, 2002 through August 23, 2005; and to declare an emergency.
 
Body
 
WHEREAS, representatives of the City and Columbus Municipal Association of Government Employees (CMAGE/CWA), Local 4502, entered into Memorandum of Understanding #2005-01, a copy of which is attached hereto, to amend the Collective Bargaining Contract between the City and CMAGE/CWA, August 24, 2002 through August 23, 2005, by adding the classification of Electricity Customer Service Coordinator at a pay grade 57; and
 
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend the Collective Bargaining Contract between the City and CMAGE/CWA, by accepting Memorandum of Understanding #2005-01 thereby preserving the public peace, property, health, safety, and welfare; Now, Therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That Memorandum of Understanding #2005-01 amends the Collective Bargaining Contract between the City and CMAGE/CWA, August 24, 2002 through August 23, 2005.
 
Section 2.  That City Council, in the best interests of the City, hereby recognizes and accepts Memorandum of Understanding #2005-01, a copy of which is attached hereto, executed between representatives of the City and CMAGE/CWA, to be effective at the beginning of the pay period following passage by City Council.
 
Section 3. For the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
