Explanation

Background: This legislation authorizes the City to enter into a contract in an amount up to $539,018.80 for the West Broad Street (U.S. 40) Project and to pay construction inspection costs up to $83,836.00. This improvement details construction on West Broad St. between Wilson Rd. and Sylvan Ave. and includes reconstructing concrete curbs, underdrains, sidewalks, wheelchair ramps, lighting, replacing curb inlet structures as necessary, and other associated work. (See the attached map.) The estimated Notice to Proceed date is July 16, 2007. This project is to be constructed by October 15, 2007. The project was let by the Transportation Division and was advertised in the City Bulletin and Dodge Reports. Eleven bidders/suppliers were solicited (nine majority, two minority) and seven bids were received (five majority, two minority) and tabulated on May 4, 2007 as follows:

Award is to be made to G & G Cement Contractors, CC# 31-0924129 (expiration 11/20/2008), as the lowest, best, most responsive and most responsible bidder.

Fiscal Impact: Funding for this project is budgeted as part of the Urban Infrastructure Recovery Fund within the Transportation Division and is available within the 1995, 1999 and 2004 Voted Streets and Highways Fund for this work.

Emergency Action: Emergency action is requested so that this project can start and complete construction this season.
