Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a planned modification of the professional engineering services agreement with DLZ Ohio, Inc. for the Alum Creek Sanitary Sewer Relief Tunnel (ART), for the Division of Sewerage and Drainage.
This contract modification will fund detailed design efforts required for this project. These activities will include continuation of the soil boring program; a continuation of the sewer modeling efforts; preparation of construction drawings including civil, tunnel, site, structural, and instrumentation plans; preparation of bidding documents and specifications; and value engineering for the project. The contractor, DLZ Ohio, Inc., has requested a modification amount of $5,300,316.24 under this ordinance. The contract total including this modification is $7,294,154.98. There is an expected future modification (#2) of $4,500,000.00 scheduled to take place in 2011 at this time. The contract total after this second modification would reflect a grand total of $11,794,154.98.
The Division has determined that these services cannot be performed by City personnel at this time, and has planned for the procurement of these servicesin the project scope of services. The work under this contract modification is a planned update to be done as part of the final plan preparation. The cost of the modification is a continuation of the vendor's current pricing structure, as verified by City staff. This legislation will additionally authorize the expenditure of funds within the Sanitary Sewer Bond Fund.

2. FISCAL IMPACT:
A transfer of cash and budget authority is not necessary in this ordinance as the project already has sufficient funding and authority in the 2007 Capital Improvements Budget.
