Explanation
This legislation amends the 2007 Capital improvement budget and authorizes the transfer of $200,000.00 from the Fire Station 35 (Waggoner Road) Project to the Outdoor Warning Sirens Project for the purchase of sirens. This legislation also authorizes the Director of Public Safety to enter into an agreement with the Franklin County Emergency Management and Homeland Security (FCEMHS) for the purchase and installation of new electronic/radio-tone activated sirens, the conversion of existing sirens to the radio tone activated type and the replacement of sirens that are no longer serviceable or require extensive repairs. Under State of Ohio law, FCEMHS is the agency that has the responsibility to coordinate, operate and maintain the outdoor warning siren system within Franklin County. FCEMHS competitively bid their contracts with Franklin County Purchasing Department and comply with all basic laws pertaining to government contracting pursuant to the Ohio Revised Code, adjudicated case law, and Attorney General opinions concerning public contracts and competitive bidding. By entering into this agreement FCEMHS, the City of Columbus will improve its portion of the outdoor warning siren system.
Emergency Designation: Emergency legislation is needed to expedite making the funds available to combine with purchases from other jurisdictions to obtain quantity discounts.

Fiscal Impact: The Department of Public Safety has determined that the expenditure for this purchase will come from existing voted 2004 Safety Bond Funds. Currently, the Fire Station 35 (Waggoner Road) Project has unencumbered cash balance of $905,184. This proposed transfer of $200,000.00 will pay for expenses associated with the purchase and installations of the outdoor warning sirens.
