Explanation
BACKGROUND: The Columbus Health Department submitted a grant budget revision and has received permission from the Ohio Department of Health to purchase a mobile clinic vehicle for the Women, Infants, and Children (W.I.C.) Program. This Ordinance authorizes the City Auditor to transfer $225,000 of appropriation from object level one 02 (Supplies) to object level one 06 (Capital Expenditures) within the W.I.C. grant program to properly align object level one appropriation for the purchase of the vehicle.
This purchase will improve the W.I.C. Program's ability to provide nutritionally desirable food and nutrition education to pregnant and lactating women, infants, and children at nutritional risk in Franklin County.
Emergency action is requested in order to avoid any delays in providing program services. Additionally, emergency action will allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: This program is entirely funded by The Ohio Department of Health and does not generate revenue or require a City match.

WHEREAS, the Ohio Department of Health has approved a budget revision request to purchase a mobile clinic vehicle for the W.I.C. grant Program; and,
WHEREAS, it is necessary to properly align appropriations in order to complete the necessary expenditure; and
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
