Explanation
BACKGROUND: The Board of Health was awarded a grant from the Ohio Department of Health (ODH) to fund the Women, Infants, and Children (W.I.C.) Program, for the period October 1, 2006 through September 30, 2007. The Health Department submitted a grant budget revision and has received permission from the ODH to purchase a mobile clinic vehicle to improve the W.I.C. Program's ability to provide nutritionally desirable food and nutrition education to pregnant and lactating women, infants, and children at nutritional risk in Franklin County.
This legislation authorizes the Director of Finance and Management to purchase a mobile W.I.C. vehicle from Farber Specialty Vehicles in an amount not to exceed $225,000. The vehicle will serve as a mobile W.I.C. clinic in Franklin County. The Ohio Department of Health is mandating the equipment to be purchased, the vendor to purchase from, and the pricing structure in accordance with an existing state term contract. The schedule number of the contract is 7723300105. The contract expires April 30, 2008.
Emergency action is requested in order to avoid any delays in providing program services.
Farber Specialty Vehicles' contract compliance number is 412043544. Contract compliance number expires August 20, 2007.
FISCAL IMPACT: The W.I.C. Program is entirely funded by the ODH and does not generate revenue or require a City match. The funds to purchase this mobile unit are budgeted and available in the Health Department Grants Fund, W.I.C. Grant Program, Fund No. 251.
