Explanation
BACKGROUND: This ordinance authorizes the Director of Public Utilities to modify and increase a construction contract with Complete General Construction Co. for the Underground Street Lighting System Rehabilitation and Betterments Project (Northeast and Northwest Quadrants), for the Division of Power and Water (Power). Under the modified Scope of Work the contractor will be responsible for a performance test of existing conductors to verify the system neutral and 480 Volt cables. Also, due to unforeseen field conditions the contractor will be compensated for repairing street light pole access doors and replacing the associated screws.

Amount of original contract and this modification: $481,649.44
2. Reasons additional goods/services could not be foreseen:
After review of the contract and associated Scope of Work and Requirements, it was necessary for the contract document to be modified and revised making our expectation of work better known to the contractor.
3. Reason other procurement processes are not used:
Due to this contract playing a vital role in the Division's effort to provide a safe street lighting system to the public and the City Attorney's office recommendation to revise the contract Scope of Work and Requirements, it is felt, to expedite construction, that the existing contract needs to be modified.
4. How cost of modification was determined:
The cost was negotiated between the Division of Power and Water and the contractor.

Emergency Designation: It is requested that this Ordinance be handled in an emergency manner so the contractor can move forward with completing the construction project which will provide a safer street lighting system to the public.
