Explanation
BACKGROUND: This legislation amends the 2007 Capital Improvement Budget and authorizes the transfer of $218,884.64 within the Construction Managment Capital Improvement Fund from the Facility Renovation Project to the Far East Neighborhood Policing Center (Police #14) Project for the construction of the Far East Neighborhood Policing Center. This legislation also authorizes the Finance and Management Director to enter into contract on behalf of the Office of Construction Management with 2K General Company, for the construction of the Far East Neighborhood Policing Center (Police #14), located at 2500 Park Crescent Drive. The Policing Center will also include space for community use. Formal bids were solicited on April 20, 2007. The following seven companies submitted bids by the May 17, 2007 deadline (1 MBE, 0 FBE):

The Office of Construction Management recommends that the bid be awarded to the most responsive and responsible bidder, 2K General Company.
EMERGENCY ACTION is requested so that the construction of the new neighborhood policing center may begin as soon as possible, thereby providing necessary safety services to City residents.
FISCAL IMPACT: The current unencumbered cash balance in the Department of Public Safety's Capital Improvement Fund for the Far East Neighborhood Policing Center (Police #14) is $1,670,975.36. The additional $218,885 will come from the Construction Management Capital Improvement Fund. The additional amount was necessitated by relocation of a sanitary sewer line beneath the property.
