Explanation
This legislation authorizes a modification to the Transportation Division's preliminary engineering contract with Evans, Mechwart, Hambleton & Tilton, Inc. (EMH&T) for the Seventeenth Avenue Preliminary Engineering improvement project. This project studies various alternatives for reconstructing Seventeenth Avenue from a point 500 feet west of the railroad bridge west of Clara Avenue to I-71(approximately 3,000 feet) to correct traffic/pedestrian problems during Ohio Expo events. This contract modification is necessary to modify the scope of services to study the impact to the interchanges of I-71 at Hudson Street and I-71 at Eleventh Avenue if Seventeenth Avenue is vacated. The Study should be completed around March 2008.
This modification is an addition to the original scope of services but is a continuation of the existing work being performed and it would not be practical to contract with a different consultant.
New hourly rates, the overhead rate and the percentage of profit were negotiated due to the extended length of the project and were used to determine the amount of this modification. EMH&T, contract compliance # 310685594 (expires November 29, 2008), was selected in 2005 in accordance with Chapter 329 for professional service contracts.
The original contract in the amount of $350,000.00 was authorized by Ordinance 1799-2005 passed by City Council on December 12, 2005. The amount of this modification is $69,821.00. The contract amount including all modifications is $419,821.00.
Fiscal Impact: Funds in the amount of $69,821.00 are budgeted in the 2007 Transportation Division Capital Improvement Budget and available in the Voted 1995, 1999, 2004 Streets and Highways Fund.
Emergency action is requested for immediate modification of the preliminary engineering contract for the earliest possible completion of the preliminary engineering in order to maintain scheduled construction.
