Explanation

Background: This legislation authorizes the Finance and Management Director to enter into a professional services contract for the Office of Construction Management with Advanced Engineering Consultants for architectural and engineering consulting services for the City Hall HVAC, Fire Protection System, and Plumbing System Renovation Project. The Office of Construction Management wishes to use Advanced Engineering Consultants through the completion of the project. Services are to include, but are not limited to: providing HVAC, plumbing, and sprinkler system design and construction administration services; upgrading to a 15kV switch and electrical service to the HVAC equipment; and, providing architectural support services for this project. This project will comply with LEED criteria and serve to maintain the historical integrity of City Hall.

Requests for Statements of Qualifications were available on February 6, 2007, and responses were to be submitted on or before March 2, 2007. The City received three statements, from the following firms: Advanced Engineering Consultants (FBE), Dynamix Engineering, Ltd. (MBE), and Roger D. Fields & Associates. A three-person committee evaluated the proposals, consisting of one member from the Equal Business Opportunity Commission Office and two members from the Office of Construction Management.

The scores were as follows:
Advanced Engineering Consultants (FBE): 514 points
Dynamix Engineering, Ltd. (MBE): 503 points
Roger D. Fields & Associates: 465 points

Advanced Engineering Consultants was the highest-ranked firm, receiving consistently high marks from the Committee. Overall, the Evaluation Committee has decided the statement submitted by Advanced Engineering Consultants best spoke to the spirit and intent of the request.
