Title: To authorize the Mayor of the City of Columbus to enter into a supplemental agreement to the Memorandum of Understanding with the Central Ohio Workforce Investment Corporation; and to declare an emergency.
Explanation

BACKGROUND:
This legislation authorizes the Mayor of the City of Columbus to enter into a supplemental agreement to the Memorandum of Understanding with the Central Ohio Workforce Investment Corporation that details both the City's and COWIC's responsibilities regarding employee funding for the workforce investment program. This agreement will be in force from July 1, 2007 through June 30, 2008. As part of this agreement the Central Ohio Workforce Investment Corporation (COWIC) agrees to reimburse the City of Columbus for one half of the salary and fringe benefits of a City employee that is assigned to the Franklin County, Ohio, One Stop Operation, in an amount not to exceed the rate of $41,286 per year.

Emergency action is requested to allow the City of Columbus to enter into the agreement with the Central Ohio Workforce Investment Corporation in a timely manner.

FISCAL IMPACT:
No city funding is required for this legislation.

Body

WHEREAS, the United States Congress has established the Workforce Investment Act (WIA) and charged the State of Ohio with the establishment of Workforce Investment Boards (WIB) to oversee the operation of the WIA in 19 local workforce investments areas throughout the State as determined by the Governor; and

WHEREAS, the Board of Commissioners of Franklin County and the Mayor of the City of Columbus, as the chief elected officials representing Franklin County, Ohio and the City of Columbus, Ohio, respectively, have formed a local service area (LSA) consisting of the City of Columbus, Ohio and Franklin County, Ohio, (the LSA); and
