Explanation
 
The Franklin County Engineering Department (Franklin County Engineer) has completed a project to reconstruct the intersection at U.S. 62 and C.R. 17 (Morse Road).  This project involved the reconfiguration of this intersection into a roundabout.  This was a joint construction project with Columbus, Franklin County, Gahanna and New Albany.   Ordinance 0216-2005, passed 3/7/05, authorized the Public Service Director to enter into necessary agreements to complete this project. Early in the project, the City of Gahanna was the lead agency on the project and an agreement was reached that the City's contribution would be in-kind inspection services.  Subsequently, Franklin County took over management of the project and the City agreed that Franklin County would perform the inspection services and the City would reimburse Franklin County for the cost of the inspection services, estimated at $ 315,000.00.  Accordingly, this ordinance authorizes the Public Service Director to modify the agreement to provide that the City will participate in the reconstruction costs in lieu of providing inspection services.  It has been determined that the City's inspection services would have an estimated monetary value of $315,000.00.  
 
This ordinance authorizes the Public Service Director to modify the agreement with and to reimburse Franklin County for the City's share of this project in the amount of $315,000.00 to be paid upon proper invoice by the Franklin County Engineer.
 
Emergency action is requested in order to provide the City's financial commitment to Franklin County for this project.  The project was recently completed and dedicated.
 
Fiscal Impact: Funding for this project is available within the Street and Highway Improvement Fund.

Body
 
WHEREAS, Franklin County and The City of Columbus are involved in a joint project to reconstruct the intersection at U.S. 62 and C.R. 17(Morse Road) into a Roundabout; and
 
WHEREAS, Franklin County is the lead agency for this project; and
 
WHEREAS, the agreement must be modified to allow the City of Columbus Transportation Division to reimburse Franklin County for a portion of these improvements; and
 
WHEREAS, this ordinance authorizes the Public Service Director to provide reimbursement funds in the amount of $315,000.00 for this project; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that it is necessary to provide funding to the County for this project, thereby preserving the public health, peace, property, and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to modify the agreement with and to reimburse the Franklin County Engineer $315,000.00 for improvements related to the U.S. 62 and C.R. 17(Morse Road) Roundabout project.
 
SECTION 2.  That the expenditure of $315,000.00, or so much thereof as may be needed, be and hereby is authorized for said reimbursements from the Street and Highway Improvement Fund, Fund 766, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
