Explanation
BACKGROUND: This ordinance amends Title 2 of the Columbus City Codes to authorize the elimination of the Division of Operational Support (DOS) within the Department of Public Utilities (DPU). The Division of Operational Support was established primarily to support the other two divisions of the department by providing long-term information systems strategic planning. Responsibility for technology support was transferred to the Department of Technology. This transfer of responsibility provides an opportunity to realign operations within the department. Current staff and customer service responsibilities of DOS are being reassigned to the Divisions of Power and Water and Sewerage and Drainage in the proposed 2008 budgets
Title
To amend and to repeal sections of Chapter 221 of the Columbus City Codes to eliminate the Division of Operational Support within the Department of Public Utilities.
Body
WHEREAS, The Division of Operational Support was established to support the other two divisions of the department by providing long-term information systems strategic planning and support; and
WHEREAS, Responsibility for technology support was transferred to the Department of Technology; and
WHEREAS, This transfer of responsibility provides an opportunity to realign operations within the department; and
WHEREAS, Current staff and customer service responsibilities of DOS are being reassigned to the Divisions of Power and Water and Sewerage and Drainage in the proposed 2008 budgets; and
WHEREAS, Section 221.01 of the Columbus City Codes is being amended and Section 221.09 repealed to recognize the elimination of the Division of Operational Support; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 221.01 of the Columbus City Codes be amended to read as follows:
221.01 Department of Public Utilities Established
There is established a Department of Public Utilities consisting of a Director of Public Utilities, two (2) Deputy Directors of Public Utilities, the Division of Power and Water and the Division of Sewerage and Drainage and the Division of Operational Support. The department shall perform all lawful functions as may be directed by the mayor or ordinance of council. (Ord. 478-92 .)
SECTION 2. That Chapter 221 of the Columbus City Codes be amended by repealing section 221.09.
221.09 Division of operational support
The division of operational support is established as a division of the department of public utilities. The administrative head of the division shall be the operational support administrator.
SECTION 3. That the changes to Columbus City Codes contained herein shall become effective on passage of the City of Columbus 2008 operating budgets for the Department of Public Utilities.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
