Explanation
Background: This legislation authorizes the City to enter into a contract in an amount up to $802,584.98 for the Intersection Improvements of Trabue Road and Walcutt Road project and to pay construction inspection costs up to $123,191.50. This improvement consists of traffic signal installation, roadway widening, storm sewer installation, grading, planing, asphalt overlay and such other work as may be necessary to complete the contract in accordance with the plans and specifications. The estimated notice to proceed date is March 19, 2008. The construction of the project is scheduled to be complete in 180 days. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Eleven bidders/suppliers were solicited (10 majority, 1 minority) and Seven (7) bids were received (7 majority, 0 minority) on October 25, 2007, and tabulated on October 26, 2007 as follows:

Award is to be made to Shelly and Sands, Inc. c.c. # 31-4351261(expiring April 14, 2008), as the lowest, best, most responsive and most responsible bidder.
Fiscal Impact: Funding for this project is budgeted with the Transportation Division as part of the 2007 Capital Improvement Budget and is available within the 1995, 1999, 2004 Voted Streets and Highways Fund for this work.

To authorize the Public Service Director to enter into a contract for the Transportation Division with Shelly and Sands, Inc. for construction of the Intersection Improvements of Trabue Road and Walcutt Road project; and to authorize the expenditure of $925,776.48 from the 1995, 1999, 2004 Voted Street and Highway Funds for the Transportation Division. ($925,776.48).
Body
WHEREAS, bids were received on October 25, 2007, and tabulated on October 26, 2007, for the Trabue Road and Walcutt Road project and a satisfactory bid has been received; and
WHEREAS, it is necessary to provide for construction inspection costs; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be and is hereby authorized to enter into a contract with Shelly and Sands P.O. Box 2469, 1515 Harmon Avenue, Columbus, Ohio 43216, for the construction of the Trabue Road and Walcutt Road project in the amount of $802,584.98, for the Transportation Division in accordance with the specifications and plans on file in the office of the Director of Public Service, which are hereby approved; to obtain and pay for the necessary inspection costs associated with the project up to a maximum of $123,191.50.
SECTION 2. That for the purpose of paying the cost of the contract and inspection, the sum of $925,776.48 or so much thereof as may be needed, is hereby authorized to be expended from the 1995, 1999, 2004 Voted Streets and Highways Fund, No. 704 for the Transportation Division, Dept./Div. 59-09, OCA Code 644385, Object level 01/03 Codes, 06/6631 and project 530086.
SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
