Explanation
 
Need: To authorize and direct the Director of Public Safety, Division of Police, to enter into contract with LexisNexis Risk & Information Analysis to allow instant computer access to their database (Accurint) for investigative purposes enabling better, more efficient searches for police personnel.  In addition, these database functions are within the constraints of police technical services' requirements. $34,020.00 will be expended on this contract in 2007. This ordinance is to authorize the continued service beginning in March 2008.
 
Bid Information: This service is currently in use and the Division of Police is developing a Request for Proposal for this type of database search but due to research and technical expertise needed there have been delays in development but while the bid specification is in process, the Division of Police wishes to continue this vital and important investigative tool without interruption. The Division of Police is requesting waiving competitive bid process so that there is no interruption in service.
 
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

FISCAL IMPACT
 
Since this purchase will be made with Law Enforcement Contraband Seizure Funds, there will be no effect on the financial status of the General Fund. $34,020.00 has been appropriated for this purchase through the Law Enforcement Contraband Seizure Funds.

Body
 
WHEREAS, the Director of Public Safety, Division of Police, wishes to enter into a contract for investigative record searches with LexisNexis Risk & Information Analysis; and
 
WHEREAS, this database search availability is crucial to the investigative police personnel; and
 
WHEREAS, this current database functions within the constraints of police technical services' requirement;
 
WHEREAS, the Division of Police is attempting to develop with a Request for Proposal but due to research and technical expertise needed there have been delays, since this is a vital research tool for the investigations, it is important to keep the service active; and
 
WHEREAS, it is in the best interest of the City that competitive bidding be waived; therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1. That the Director of Public Safety, be and is hereby authorized and directed to enter into contract with LexisNexis Risk & Information Analysis, for computer access for investigative record searches for the Division of Police.
 
SECTION 2. That in accordance with Section 329.27 of Columbus City Codes, this Council finds it is in the best interest of the City of Columbus to waive the provisions of Section 329.06 of the Columbus City Codes to permit the aforementioned purchase.
 
 
SECTION 3. That the expenditure of $34,020.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:
