Explanation
Need: The Division of Police needs to replace two (2) worn-out police cab and chassis with wrecker bodies that are too costly to repair. These cab and chassis with wrecker bodies are needed to tow abandoned vehicles, transfer vehicles within the Police Impound Lot, and to tow vehicles as ordered towed by Police Personnel.
Bid Information: Formal Bid # SA002613 was opened on September 20, 2007. Four responses were received: Graham Ford Inc. $83,491.00, Byers Chevrolet, Inc. $87,215.00, Lynch Truck Center $109,000.00 and McCluskey Chevrolet, Inc. $96,946.00 per wrecker.
Graham Ford Inc. was the lowest overall and best bid received per specification, therefore a contract should be awarded to them in the total amount of $166,982.00 for two (2) cab and chassis with wrecker bodies.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

Emergency Designation: Emergency legislation is requested in order to replace cab and chassis with wrecker bodies that are no longer in service due to the high cost to repair and to complete before year end.
FISCAL IMPACT:
This legislation is contingent on the sale of Safety Bonds later in the month of November 2007. Approximately $562,277 will be deposited in the Police Apparatus replacement Project after the bond sale. Capital Funds budgeted for Police Apparatus replacement in 2007 totalled $1.52 million. Purchases already made include 18 prisoner transport vehicles, three shuttle buses and three roll-back wreckers for a total of approximately $957,723.
