Explanation

The construction services section of the Transportation Division utilizes the services of a private sector engineering firm or testing laboratory to perform specialized tests and/or augment its in-house material testing and construction inspection capabilities. Ordinance 0887-2006 authorized the Public Service Director to enter into a new contract for construction materials testing and inspection services for the Transportation Division with Resource International, Incorporated for a one-year contract (with renewal options). Ordinance 0500-2007 was passed to exercise the first of the two renewal options and increase the amount by $275,000.00.

This ordinance authorizes the Public Service Director to increase the contract by $125,000.00. The contract provisions of this agreement address a variety of inspection services, but are ultimately determined by the amount of public and private inspection activity necessary and available. There are a number of construction inspection activities associated with the new Fleet Management Maintenance Facility that is under construction on Groves Road. Charges for these inspection services are included in the cost of the facility; are performed by either Transportation staff or contracts; and are deposited into the Development Services Fund. Year to date inspection expenditures for the Fleet facility are over $60,000.

Resource International, Incorporated's contract compliance number is 31-0669793 and expires July 29, 2008.

Fiscal Impact: The division budgeted $635,000.00 in its 2007 Development Services Fund budget for this construction materials testing and inspection services contract. Expenditures were 2005: $422,484.62; 2006: $296,196.79.

Emergency action is requested so that there is no interruption in materials testing and inspection services.
