Explanation

Background: This legislation authorizes a modification to the design contract with URS Corporation - Ohio. The design contract is for the preparation of contract construction drawings for the widening of Hard Road, Phases B and C. This modification is for changes to the contract construction plans of Hard Road, Phase C between Linworth Road and State Route 315. The Public Service Department and the Ohio Department of Transportation have determined that the public would be best served if the construction of Hard Road, Phase C was administered by the Ohio Department of Transportation (ODOT).

This modification will provide for the work necessary to revise the plans from a city plan format to an ODOT plan format.

The city entered into Contract No. CT-19317, later revised to EA02948-02, with URS Corporation - Ohio, on May 12, 1998 by passage of Ordinance No. 0950-98 on April 7, 1998 for $698,200.00 for the preparation of contract construction plans for Hard Road, Phase B. This contract was later modified to include the preparation of contract construction plans for Phase C which was authorized by Ordinance No. 0812-2001 for $755,712.00. Various other modifications brought the total amount of the contract to $1,816,912.00. The total amount of this modification No. 4 is $108,189.00. The value of the contract for Phases B and C including all modifications will be $1,925,101.00.

The consultant's Contract Compliance number is CC#340939859 and expires 8/31/09.

Fiscal Impact: Funds in the amount of $108,189.00 for this project are budgeted within the 2007 Capital Improvement Budget and are available from the 2007 bond sale.

Emergency justification: This contract was nearly complete and does not contain sufficient funds for the consultant to complete the work on the necessary plan revisions.
