Explanation
To authorize and direct the Director of Public Safety, Division of Police, to modify and extend the contract with Jane E. Torbica for professional services and promotional materials in conjunction with the Anti-Drug Media Campaign "Focus on a Dream, Not on Drugs" sponsored by the Division of Police Strategic Response Bureau. This media campaign is to attract positive attention and results amongst Columbus-area youth, using celebrities to deliver key campaign messages through partnerships with corporate entities and multiple media outlets. The modification of the contract with Jane E. Torbica will be in the total amount of $30,000.00.
Bid Information: Since 2005 Jane E. Torbica has worked with the Strategic Response Bureau to develop an anti-drug media campaign. Jane E. Torbica was paid $15,000 in 2005-2006 and $10,000 in 2006-2007. Beginning in 2008 the momentum of this campaign has increased and this ordinance is to authorize the Director of Public Safety to continue this contract with Jane E. Torbica for professional services and promotional materials as needed beginning in December 2007. The Division of Police wishes to request waiving competitive bidding since this individual has worked on this campaign for the last two years and contacts and associations made need to continue for this campaign to be successful.
This individual is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested so that this purchase may be completed by year-end closing.
